fix: SQL filter excluded GLOBALNOTIFY_CRON notifications

Changed filter from 'NOT LIKE GLOBALNOTIFY_CRON%' to 'NOT LIKE %_LASTCHECK'
to include cron notifications while still excluding cache entries.
